If you want it completely customised then I suggest you actually head on over to MMO-Champ They have people there that will gladly make one for you, if you provide the details, but you'll have to be patient. If you're willing to go more generic then alot of the stat web-sites will allow you to generate your own. Just a thought.

Open beta's are typically not restricted in who, but by numbers. They are still trying to manage stability. What you're thinking of is the end phase beta known as a 'stress-test beta' in which they are deliberately attempting to push the servers to their limits. It's at this latter point that I'd expect them to allow all and sundry to enter. (Of course at that point it also provides exposure of the new product to potential clientèle).

Don't forget this is only patch 3.2.2. It's a content patch, sure but not a major one. It's basically a 'GIMME' instance for something else to do whilst they continue to work on IC (Which I think we'll see around Thanksgiving). With the new expansion due out in the Spring of 2010. Nothing to back this up, but it certainly seems logical.
