According to Armory, you are still level 78 so step 1 would be to get 80. From there it would be something you would need to talk to Shikimaru about since he's the CL.

Weapons are all up on mmo-champ today. All in all, the swords look pretty uninspired but there are some awesome looking maces and staves.

So I'm not seeing the 20% dmg bonus for Killing Spree that I have seen and heard so much about. An extra 20% dmg for 3 seconds every 2 minutes WOULD be kinda OP. >.>

From what I heard, you will only be able to change your spec at a Lexicon of Power but no fear, people with Inscription will be able to make a 'portable' Lexicon of Power you can drop anywhere. Think of it as a repair bot that lets you change specs.
