This piece of news contains a degree of speculation, but I believe the conclusion to be accurate. A post today by Aratil on the Arena Tournament forums contained the following:

The Arena Tournament realms will be shut down for a week in preparation for Phase 4 of the tournament (the invitational ladder), which will determine who advances to the regional finals. Phase 4 will begin on Tuesday, April 14, after maintenance.

 

 

This, along with Bornakk's announcement a few days ago regarding the end of Arena Season 5 (in which he stated that "We are currently planning to end Arena Season 5 as early as April 14, or possibly a week after this date"), makes it seem highly likely that Blizzard is moving to release Patch 3.1 on April 14th (15th on EU servers).

I'm surprised it's going to be out shortly after waiting this long. Let's hope the next raid instance does't take as long.
